In accordance with Pennsylvania's Act 1981-142, this study examines the performance of Pennsylvania's Municipal Police Officers' Education and Training Commission (MPOETC), which is responsible for establishing minimum courses of study and training for municipal police officers and certifying municipal police training schools.
Abstract
The study is based on a review of commission records and interviews with commission members and other persons with direct experience of the commission's work and performance. The study concludes that the commission's work is essential to the development of uniform quality training for municipal police statewide and that it has performed competently in attempting to ensure that municipal police are educated and trained to perform their job tasks. Improvements are suggested in the auditing of training monies for local projects, management tools, the recertifying of training instructors, the monitoring of municipal compliance with training law and the ongoing operations of certified training schools, and the expansion of electronic data processing in the management of commission records. The audit process and methodology are detailed, and appendixes provide supplementary information and commission operational information and data.
