The California Department of Corrections tested a model of reduced parole supervision, called Summary Parole, to determine whether selected male felon inmates could be released from prison under reduced supervision without any greater risk to the community than under traditional supervision.
Abstract
A total of 627 inmates released from prison between April 1976 and December 1976 were randomly assigned either directly at release or on a delayed basis 3 to 4 months after release, to receive either summary or regular supervision. Summary supervision involved an approximately 50 percent reduction in the median number of contacts between agents and parolees over a 6-month period. Followup studies at 6 months for the total sample and at 12 months for one-third of the sample indicated no large and significant differences between the two supervision types on all the measures of criminal activity among cases under summary supervision after the 1-year period.
