In most police departments, performance evaluations are the exclusive domain of command and supervisory personnel; a relatively new form of performance evaluation, however, is described that gives subordinates the opportunity to evaluate their supervisory and administrative personnel and offers command elements a new source of information on subordinate perceptions.
Abstract
In targeting supervisory and administrative personnel, the new approach to performance evaluation should focus on aspects of performance that are difficult to assess, such as supervisory skills and leadership characteristics. The approach should not be limited to first-line supervisory personnel but rather should extend through the ranks to command and administrative levels. Further, the approach should guide decisions on police personnel promotions and should facilitate the preparation of accurate performance evaluations. Appropriate evaluation instruments should be selected to maintain fairness in the performance assessment process, and subordinates should never provide the only input to supervisory and administrative performance evaluations.
