HIGHLIGHTS OF A FINAL REPORT ON A STUDY WHICH CONSIDERED EIGHT ALTERNATIVE APPROACHES FOR IMPROVING THE DELIVERY OF POLICE SERVICES STATEWIDE ON A LONG-TERM BASIS.
Abstract
CONSIDERED WERE THREE VARIATIONS OF THE STATUS QUO (DECENTRALIZED MUNICIPAL AND COUNTY JURISDICTIONAL UNITS): A COUNTY/METRO APPROACH, THREE POLICE DISTRICT ORIENTED OPTIONS, AND A STATEWIDE UNITARY POLICE FORCE APPROACH. THE STUDY INVOLVED A SYSTEMATIC EXAMINATION AND ASSESSMENT OF ALTERNATIVE POLICE SERVICE DELIVERY STRUCTURES IN TERMS OF THEIR CAPABILITY FOR UTILIZING POLICE RESOURCES EFFECTIVELY, ELIMINATING FRAGMENTATION, AND REDUCING THE INCIDENCE OF NON-SERVICE AND LIMITED SERVICE. A SHIFT TO A CONSOLIDATED POLICE DISTRICT CONCEPT IS RECOMMENDED, ALONG WITH OPERATIONAL TESTING AND EVALUATION OF A PROTROYPE DELIVERY STRUCTURE. OTHER DETAILED IMPLEMENTATION RECOMMENDATIONS ARE PRESENTED IN ADDITION TO AN ANALYSIS OF COST FACTORS.
