POLICE CONSULTANT'S REPORT ON THE POLICE DEPARTMENT AND 'MONEY CORRUPTION' - A POLICEMAN'S DELIBERATE USE OF OR FAILURE TO USE OFFICIAL POWERS IN ORDER TO GAIN ILLEGAL, TANGIBLE REWARDS, MONEY OR CASH-EQUIVALENT FAVORS.
Abstract
THIS STUDY WAS DESIGNED TO POINT OUT THE NATURE OF THE CORRUPTION PROBLEM FACED BY THE NEW YORK CITY POLICE DEPARTMENT. THE VARIOUS ANTI-CORRUPTION MEASURES TAKEN BY THE DEPARTMENT DURING THE FIRST 22 MONTHS OF COMMISSIONER PATRICK MURPHY'S TERM OF OFFICE ARE SUMMARIZED. AN ANALYSIS OF THESE MEASURES INDICATES DIRECTIONS FOR FURTHER ANTI-CORRUPTION ACTIVITY.
