THIS VOLUME CONTAINS EVALUATION FINDING SUMMARIES FOR 37 EVALUATION STUDIES REVIEWED BY CONSULTANT ANALYSTS IN PREPARATION FOR INTERVIEWS WITH LEAA ADMINISTRATORS FOR THE ASSESSMENT OF EVALUATIVE INFORMATION UTILIZATION.
Abstract
IT WAS BASED ON INFORMATION GATHERED FROM REVIEWS OF COMPLETED LEAA EVALUATION STUDIES AND INTERVIEWS WITH USERS OF THESE STUDIES. FINDINGS ARE PRESENTED SEPARATELY FOR EACH OF THE 37 DOCUMENTS REVIEWED AND ARRANGED BY FUNCTIONAL AREA. EACH EVALUATION FINDING SUMMARY IS FOLLOWED BY BRIEF STATEMENTS ON THE ACTUAL UTILIZATION OF THE EVALUATION STUDY PRODUCTS, OBTAINED FROM INTERVIEWED USERS. A GENERAL OBSERVATION ON THE NATURE OF UTILIZATION IS THAT A GIVEN DOCUMENT, TAKEN ALONE, MAY APPEAR PRACTICALLY WORTHLESS, WHILE THE SAME REPORT, CONSIDERED IN RELATION TO OTHER DOCUMENTS ADDRESSING THE SAME SUBSTANTIVE ISSUE, MAY APPEAR AS A PRIME EXAMPLE OF SUBSTANTIVE UTILIZATION. IN THE FUNCTIONAL AREA OF PREVENTION, THE REPORTS CONCERN CITIZEN PATROL, CITIZEN CRIME REPORTING PROJECTS, CRIME PREVENTION SECURITY SURVEYS, AND COMMUNITY CRIME PREVENTION PROJECTS. REPORTS FROM THE ENFORCEMENT AREA ARE REPRESENTED BY CRIME AND RESPONSE TIME ANALYSES, TRADITIONAL PREVENTIVE PATROL, AND SPECIALIZED PATROL PROJECTS. LISTED UNDER ADJUSTICATION ARE PROJECTS DEALING WITH COURT INFORMATION SYSTEMS, NEIGHBORHOOD JUSTICE CENTERS, CAREER CRIMINAL PROGRAMS, PRETRAIL SCREENING, AND OTHERS. CORRECTIONS REPORTS DEAL WITH ALTERNATIVES TO STREET CRIME, WORK RELEASE AND PRERELEASE PROGRAMS. FROM THE JUVENILE JUSTICE AREA, PROJECTS REPRESENTED ARE DELINQUENCY PREVENTION AND ALTERNATIVES TO SECURE DETENTION. CRIMINAL JUSTICE SYSTEM REPORTS ARE ON CRIME SURVEYS, INFORMATION SYSTEMS, AND TELECOMMUNICATIONS PLANNING. THE MAJOR POLICY EVALUATION REPORTS ARE CONCERNED WITH THE PILOT CITIES PROGRAM, BLOCK GRANTS, A HIGH IMPACT ANTICRIME PROGRAM, AND THE MODEL EVALUATIONS PROGRAM. A BIBLIOGRAPHY IS PROVIDED.
