GUIDELINES FOR COMPETITION BETWEEN UNIVERSITY OF ILLINOIS ARCHITECTURAL STUDENTS IN SITE SELECTION AND RENOVATION FOR A JUVENILE SHELTER-CARE FACILITY ARE PRESENTED.
Abstract
OFTEN A JUVENILE MAY BE PLACED IN SHELTER-CARE FACILITY WHILE DIFFICULTIES AT HOME OR SCHOOL WHICH LED TO HIS PLACEMENT ARE HANDLED THROUGH COURT STAFF. THE STAY MAY BE ONLY A FEW DAYS, OR IF THE PROBLEM IS SERIOUS, A STAY OF UP TO 30 DAYS MAY BE REQUIRED. THE SHELTER-CARE FACILITY PERFORMS THE ROLE OF A SUBSTITUTE HOME, PROVIDING THE YOUTH WITH A HEALTHY AND BENEFICIAL ATMOSPHERE. TRAINED COURT STAFF WITH A HEALTHY AND BENEFICIAL ATMOSPHERE. TRAINED COURT STAFF WILL BE AVAILABLE TO PROVIDE COUNSELING AND RELATED SERVICES. ADAPTIVE RE-USE IS THE SUBJECT OF THE COMPETITION, BECAUSE IT IS SEEN AS A COST-EFFECTIVE MEASURE OF PROVIDING COMPREHENSIVE NONSECURE RESIDENTIAL SERVICES. IN THE COMPETITION PRESENTATION, SITE INFORMATION MUST BE PRESENTED TO INCLUDE THE AVAILABILITY OF COMMUNITY RESOURCES (SCHOOLS, JOBS, RECREATION, ETC), ACCESS TO THESE RESOURCES, ACCESS TO THE FACILITY BY FAMILY AND FRIENDS OF RESIDENTS AS WELL AS COURT AND SERVICE AGENCY PERSONNEL, AND SOCIAL AND PHYSICAL CHARACTERISTICS OF THE NEIGHBORHOOD. THE EFFECT OF THE PROPOSED RECONSTRUCTION ON THE NEIGHBORHOOD MAY ALSO BE INCLUDED. ASPECTS OF THE STRUCTURE WHICH WILL BE CONSIDERED BY THE COMPETITION JURY INCLUDE VIABILITY FOR RESIDENTIAL PURPOSES, THE ABILITY TO ACCOMPLISH PROGRAM FUNCTIONS, AND THE QUALITY OF THE PROPOSED RECONSTRUCTION. ONE OF THE PURPOSES OF THE COMPETITION IS TO ENCOURAGE THE DEVELOPMENT OF SHELTER CARE OPTIONS WHICH INVOLVE MINIMAL CAPITAL EXPENDITURE. NONSECURE OR LIGHT CONSTRUCTION IS GENERALLY FAR LESS EXPENSIVE THAN SECURE CONSTRUCTION. IN KEEPING WITH THIS PURPOSE, THOSE SOLUTIONS WHICH, THROUGH INGENUITY OF SPATIAL ARRANGEMENT, MATERIAL AND FURNITURE SELECTION, OR THROUGH LIMITED RECONSTRUCTION OR PURCHASE COSTS, DO NOT REQUIRE SUBSTANTIAL FUNDS WILL BE MOST FAVORABLY CONSIDERED.
