THE ORGANIZATION AND EQUIPMENT NEEDED FOR OPTIMAL PREVENTIVE EFFECTIVENESS OF WEST GERMAN POLICE COUNSELING SERVICES ARE OUTLINED ON THE BASIS OF THE ARRANGEMENT IN HESSEN.
Abstract
THE HESSEN COUNSELING SERVICE STRUCTURE CONSISTS OF STATE CENTRAL COUNSELING OFFICES TO PROMOTE COUNSELING COMMUNICATION, COORDINATE ACTIVITIES, GIVE ADVICE ON MATTERS NOT RESTRICTED TO LOCAL PROTECTION (I.E., BANK SECURITY), DETERMINE TACTICS AND SECURITY MEASURES, ACCEPT APPLICATIONS OF FIRMS FOR ASSISTANCE, EXCHANGE INFORMATION WITH FIRMS, AND TRAIN COUNSELORS. OTHER COMPONENTS IN THE SERVICE STRUCTURE INCLUDE LOCAL OFFICES FOR DAY-TO-DAY COUNSELING OF FIRMS AND INDIVIDUALS, AND MOBILE COUNSELING OFFICES TO DISSEMINATE INFORMATION AND TO PROVIDE VERY SPECIFIC ADVICE OUT IN THE FIELD. THE TYPICAL OFFICE SHOULD BE EQUIPPED WITH STORAGE ROOMS, A SHOP, A COUNSELING ROOM, OFFICE SPACE FOR COUNSELORS, AND ROOMS FOR EXHIBITS. SPECIALIZED REQUIREMENTS INCLUDE SIX COUNSELORS AND A TECHNICAL EXPERT AS WELL AS SPECIAL EXHIBITS SHOWING MECHANICAL AND ELECTRONIC SECURITY DEVICES, ALARM SYSTEMS, AND KINDS OF GLASS FOR CENTRAL OFFICES; TWO ADVISORS AND A SUPERVISOR, AS WELL AS ONE USEFUL EXHIBIT OF BURGLAR ALARMS FOR LOCAL OFFICES; AND REPRESENTATIVE ELECTRONIC AND MECHANICAL SECURITY DEVICE EXHIBITS FOR CONFERENCE DISPLAYS OR MOBILE VANS. THE ESSENCE OF THE ACTIVITIES IS TO SUPPLY CITIZENS WITH THE INFORMATION NECESSARY TO SECURE THEIR PROPERTY AGAINST LOSS. ILLUSTRATIONS ARE PROVIDED. --IN GERMAN. (KMD)
