This report on a 1986 survey of members of the New York City Narcotics Control Task Force includes recommendations derived from task force members' narcotics control activities.
Abstract
Survey responses were received from task force members representing Federal, State, and city law enforcement agencies and agencies involved in drug education and treatment. The overall picture of narcotics law enforcement which emerged is that of agencies committed to a coordinated, cooperative multiagency program but with insufficient resources to implement a cooperative strategy. City and State agencies give priority to increased resources for the court and correctional agencies; whereas, Federal agencies believe nothing more can be done under limited Federal resources. Regarding education, the agencies indicate the need to expand such programs. Law enforcement recommendations based on the survey include the provision of additional court resources to increase the number of narcotics prosecutions, an increase in jail and detention space for drug offenders awaiting trial, and improved deportation proceedings for aliens convicted of drug trafficking. Drug-education recommendations include drug education for students from kindergarten through high school and expansion of the U.S. Department of Education's role in drug education.
