THE RELEVANCE OF THE MASSACHUSETTS EXPERIENCE FOR OTHER STATE YOUTH DEPARTMENTS EXPERIMENTING WITH ALTERNATIVE METHODS OF SERVICE DELIVERY IS EMPHASIZED.
