INVESTIGATION OF THE FEASIBILITY OF MEASURING THE QUALITY OF POLICE SERVICE THROUGH SURVEYS OF CITIZENS WHO REQUESTED POLICE AID.
Abstract
BENEFITS OF PERIODIC EVALUATION OF THE QUALITY OF POLICE PERFORMANCE ARE OUTLINED AND THE SHORTCOMINGS OF PRESENT TECHNIQUES ARE MENTIONED. FOR THIS STUDY, AN EXISTING EVALUATION PROGRAM OF THE BALTIMORE POLICE WAS MODIFIED. INTERVIEWS WITH A SELECTED SAMPLE OF CITIZENS WHO HAD CALLED THE POLICE TO REQUEST SERVICE WERE CONDUCTED. HIGHLIGHTS OF SOME OF THE MAJOR FINDINGS OF THE STUDY ARE DISCUSSED.
