Abstract
AS REGIONAL BOARDS PLAY A SIGNIFICANT ROLE IN THE DEFINITION OF LOCAL NEEDS AND PROBLEMS AND ALLOCATION OF MONEYS TO PROGRAMS, THE AUTHOR SUGGESTS THAT EMPATHETIC RELATIONS WITH THESE BOARDS BE ESTABLISHED. METHODS TO ACCOMPLISH THIS INCLUDE OFFICE VISITS AND ESTABLISHMENT OF CREDIBILITY WITH THE BOARD. THE AUTHOR ALSO CONTENDS THAT EFFECTIVE PARTICIPATION IN PLANNING AND PROGRAM DEVELOPMENT STAGES OF A PROJECT WILL ENHANCE THE PROBABILITY OF OBTAINING FUNDS. SKILLED PROPOSAL PREPARATION, WITH THE AID OF COMMUNITY RESEARCHERS, GRANTSMEN, OR CONSULTING FIRMS, CAN ALSO AID IN OBTAINING FUNDS. POLITICAL CONSIDERATIONS AND SPECIFIC TACTICS SUCH AS DEMONSTRATION OF PROJECT SIGNIFICANCE AND INCLUSION OF FACTUAL EVIDENCE IN PROPOSALS ARE ALSO DISCUSSED.
