THE PROBLEMS INHERENT IN SELECTIVE ENFORCEMENT ARE DISCUSSED IN THE LIGHT OF OTHER SETS OF PROBLEMS THAT ARISE WHEN LAWS ARE PARTIALLY MODIFIED AND WHEN A 'TREATMENT MODEL' IS THE PREVALENT PHILOSOPHY.
