This report is designed to help State policymakers and community leaders identify new ways to meet the employment and training needs of youths within their States.
Abstract
The report's main sections profile State-funded efforts in four areas: school-to-work transition, out-of-school remediation, youth conservation and service corps, and policy and program coordination. The report also examines promising new approaches to vocational training, job creation, and the encouragement of college enrollment. The report opens with a review of the reasons why States should be involved in the search for solutions to the youth employment problem. Also discussed are the prevailing misconceptions about the State role in this area. The report concludes that even in States that have led in developing State-funded youth employment initiatives, most initiatives remain small, with resources sufficient to reach only a small percentage of youth needing such assistance. No State has succeeded in developing a comprehensive system to assist youth moving directly from high school into the labor market. Recommendations are offered for improving State efforts to assist youths' preparation for and access to the job market. Annotated list of 11 national resources.
