Abstract
THE AUTHOR SUGGESTS THAT, IN PRACTICE, INSTITUTIONAL NEEDS AND CONCERNS TAKE PRECEDENCE OVER THE NEEDS OF AND BENEFITS TO THE PARTICIPANTS. OFFENDER ELIGIBILITY IS NOT DETERMINED ON THE BASIS OF REHABILITATIVE CRITERIA SUCH AS ADJUSTMENT PROBLEMS, TRAINING OPPORTUNITIES AND FINANCIAL OBLIGATIONS. COMMUNITY REACTION, THE BACKGROUND OF THE OFFENDER AND THE NATURE OF THE OFFENSE WEIGH HEAVILY. PARTICIPATION AS AN ALTERNATIVE TO TRADITIONAL INCARCERATION IS REGULATED BY SENTENCE EXPIRATION LIMITS ON ELIGIBILITY. JOB OPPORTUNITIES ARE DETERMINED BY THE AVAILABLE LIVING ARRANGEMENTS AND DO NOT SATISFY A TRAINING FUNCTION.
