State-sponsored domestic terrorism is similar to State-sponsored international terrorism in that it is aimed at a civilian, non-combatant population; in this case, the civilian population appears to be a primary rather than a secondary target. Observation of this type of low-intensity conflict is a necessary component in the campaign to create effective and legal instruments to combat terrorism and protect human rights.
Abstract
The murder of Father Jerzy Popieuluszko by authorities of the Polish government is one case study of State-sponsored domestic terrorism. The motive was political, as Father Popieuluszko was one of the more radical Polish priests who initiated or participated in street fighting between union workers and police. The kidnaping and murder of the priest was planned in a department of the Ministry of Internal Affairs in retribution for his "misuse of priestly functions for politically damaging purposes." His death was geared toward a political outcome involving instrumental and primary targets, another characteristic of State-sponsored terrorism. 32 notes.
