STUDY OF THE SERVICES BEING RENDERED TO OFFENDERS BY THE AGENCIES IN THE FEDERAL-STATE VOCATIONAL REHABILITATION PROGRAM, INCLUDING THE NATURE OF SPECIAL PROGRAMS, ELIGIBILITY REQUIREMENTS, SERVICES OFFERED, AND FOLLOWUP.
Abstract
A QUESTIONNAIRE CONSISTING OF TEN LARGELY OPEN-ENDED ITEMS WAS SENT TO THE DIRECTOR OF THE GENERAL VOCATIONAL REHABILITATION AGENCY IN EACH OF THE 50 STATES, THE DISTRICT OF COLUMBIA, GUAM, PUERTO RICO, AND THE VIRGIN ISLANDS TO DETERMINE THE NATURE OF THE SERVICE BEING PROVIDED BY EACH AGENCY FOR ADULT OFFENDERS ON PROBATION, SERVING A SENTENCE IN A CORRECTIONAL INSTITUTION, ON PAROLE, OR FREE OF RESTRAINT AFTER THE EXPIRATION OF THEIR SENTENCE OR PERIOD OF PAROLE. BASED ON SURVEY RESULTS, RESEARCHERS CONCLUDED THAT PATTERNS OF SERVICE DELIVERY ARE GENERALLY UNSTRUCTURED, ELIGIBILITY REQUIREMENTS DO NOT REFLECT THE SPECIAL PROBLEMS AND SERVICE NEEDS OF OFFENDERS, CRITERIA FOR OPENING CASES AND BEGINNING SERVICE ARE NOT STRUCTURED OR UNIFORM, AND THAT A MAJORITY OF FOLLOWUP RESULTS WERE INCONCLUSIVE DUE TO THEIR SHORT PERIOD OF DURATION. GENERAL INTEREST IN PROVIDING VOCATIONAL REHABILITATION TO OFFENDERS AND CONSCIENTIOUS RENDERING OF IMPORTANT SERVICES WERE ALSO NOTED. (AUTHOR ABSTRACT MODIFIED)
