Abstract
THE AUTHOR SUGGESTS THAT STATE PLANNING AGENCIES CAN MAKE THEIR BIGGEST CONTRIBUTION TO CRIME PREVENTION THROUGH COMPREHENSIVE PLANNING AND RESEARCH RATHER THAN BY SIMPLY HANDLING THE FUNDING OF CRIME CONTROL PROGRAMS.
