This annual report highlights the activities and progress of the Criminal Disposition Commission for fiscal year 1991 and includes recommendations with requests for immediate action.
Abstract
One of the major accomplishments of the Commission includes development and implementation of strategic planning to assist in the coordination of the criminal justice system. Issues that demonstrate a need for strategic planning are increased prison populations and a fragmented criminal justice system. Another accomplishment of the Commission is the development of an initiative to examine mandatory sentencing provisions of the New Jersey Code of Criminal Justice (Title 2C). To evaluate Title 2C, a summary of each provision needs to be reviewed along with an assessment of the provisions' impact on jails and the criminal system. Recommendations to review sentencing legislation include the establishment of an advisory committee with executive, judiciary, and legislature representatives. Other Commission recommendations include modification of the Court Disposition Reporting System so that problems relating to criminal justice data and system integration can be resolved. 6 graphs
