This annual report provides information on grants funded under the Byrne Formula Grant Program to improve the effectiveness and capabilities of Michigan's criminal justice agencies in their efforts to control drugs and crime.
Abstract
Summaries of funded projects indicate that 8,943 arrests were made among multijurisdictional drug teams, urban street enforcement, and crime prevention and that 19,755 laboratory cases were opened for evidence analysis. In addition, 379 police officers received drug training. Drugs with the following street values were seized: 16,259 grams of cocaine ($1,788,468); 5,240 grams of crack ($576,367); 75,425 pounds of marijuana ($75,425,000); and 1,113 grams of opiates ($333,900). The total value of drugs seized was estimated at $78.1 million. A total of 113 police officers attended Drug Abuse Resistance Education (DARE) training. Other accomplishments made possible by grant funds involved DARE instruction in schools, raids on drug houses, improved neighborhoods and quality of life, drug treatment, and court diversion. Components of Michigan's drug strategy are described that encompass demand reduction education, multijurisdictional task forces, community crime prevention, career criminal prosecution, improving the effectiveness of the court process, treatment in prisons and jails, and urban street enforcement.
