Abstract
The legislatures in Arkansas, Montana, Nevada, North Carolina, North Dakota, Oregon, and Texas have biennial sessions and did not have regular 1986 sessions. Legislation on child abuse and neglect covers funding, guardian ad litem, penalties, prevention and treatment, procedures, reporting and investigation, sexual abuse, and witness protection. Legislation pertinent to child care and early childhood education addresses administration and organization, employer-sponsored tax credits, financing, preschool initiatives, regulation, resource and referral, school-age child care, and staff certification. Among the issues covered in child-support-enforcement legislation are central registry and parent locator services, child emancipation, enforcement techniques, medical insurance, income withholding, and State income tax refund intercept. Other major topics of relevant legislation are child health and mental health, child welfare, custody and visitation, domestic and family law, education, juvenile justice, missing children, public assistance, substance abuse, teen pregnancy, teen suicide, and youth employment.
