This document outlines the Comprehensive Emergency Management Plan for the State of Florida.
Abstract
Florida is vulnerable to a variety of hazards that threaten communities, businesses, and the environment. This plan establishes the framework to ensure that the State will be adequately prepared to deal with these hazards. The Plan outlines the roles and responsibilities of the State agencies, special districts, and local governments in the event of a disaster. The Plan coordinates response and recovery activities with voluntary organizations active in disasters and the business community, and unifies the efforts of these groups for a comprehensive approach to reducing the effects of an emergency and/or disaster. It addresses the four phases of emergency management (preparedness, response, recovery, and mitigation), parallels Federal activities set forth in the “Federal Response Plan,” and describes how national (Federal and other States) resources will be coordinated to supplement State resources in response to a disaster. The Basic Plan section outlines in general terms how the State will assist counties in responding to, recovering from, and mitigating the impact of a disaster. The Basic Plan appendices section organizes the State agencies into emergency support functions. Florida has identified 17 emergency support functions; each contains a method of operation and the responsibilities of the primary and support agencies that will respond in support of local governments. The Plan contains several hazard specific annexes: radiological emergency management; terrorism incident response; and wildfire operations.17 appendices, 8 figures, 3 annexes
