This final report describes the environmental impact of a proposed 700-bed, medium security correctional facility to be built on an 81.3-acre site in Ogdensburg, N.Y.
Abstract
This facility will help meet New York City's need for additional inmate housing. It will provide 390 jobs in an area with high unemployment. Adverse impacts will not be significant and will be minimized through the use of standard erosion control measures during site preparation and construction, the discharge of storm water runoff across stone aprons to minimize impact on adjacent protected wetlands, work shift staggering to control potential traffic problems, and the planting of vegetative screening to minimize visual impact of the facility. A cyclone collector in the welding shop exhaust system will minimize adverse impact on air quality. This final report includes responses and comments on an earlier draft environmental impact statement, as well as corrections and results of a subsurface archeological study indicating no adverse impact on cultural resources.
