THE REQUIREMENTS ANALYSIS AND DESIGN EFFORTS UNDERLYING THE DEVELOPMENT OF THE TEXAS CRIMINAL JUSTICE TELECOMMUNICATIONS NETWORK ARE DETAILED.
Abstract
THE STATE CRIMINAL JUSTICE TELECOMMUNICATIONS (STACOM) USER REQUIREMENTS STUDY WAS DESIGNED TO SUPPORT THE PRIMARY PROJECT OBJECTIVE OF PROVIDING STATES WITH THE TOOLS NEEDED FOR DESIGNING AND EVALUATING INTRASTATE COMMUNICATIONS NETWORKS. STACOM PROJECT GOALS INCLUDE: THE DEVELOPMENT AND DOCUMENTATION OF TECHNIQUES FOR INTRASTATE TRAFFIC MEASUREMENTS, ANALYSIS, PREDICTION AND NETWORK DESIGN, ANALYSIS, MODELING, AND SIMULATION; THE APPLICATION OF NETWORK DESIGN AND ANALYSIS TECHNIQUES TO TYPICAL NETWORK CONFIGURATIONS AND IMPROVED CONFIGURATIONS; AND THE DEVELOPMENT OF A METHODOLOGY FOR ESTABLISHING PRIORITIES FOR COST EFFECTIVE EXPENDITURES. TO SUPPORT THESE PROJECT GOALS, A USER REQUIREMENTS TASK WAS UNDERTAKEN TO DEVELOP AND USE TOOLS FOR PREDICTING FUTURE CRIMINAL JUSTICE COMMUNICATIONS TRAFFIC. THE USER REQUIREMENTS STUDY WAS DIVIDED INTO TWO PHASES: A STUDY OF PAST TRENDS IN EXISTING DATA TYPES TO HELP PROJECT FUTURE TRAFFIC TRENDS FOR THESE TYPES OF DATA; AND A STUDY OF NEW DATA TYPES THAT ARE ANTICIPATED. NETWORK DESIGNERS USE THESE ESTIMATES TO SUGGEST FUTURE INTRASTATE NETWORK DESIGNS THAT MINIMIZE COST WHILE SATISFYING PERFORMANCE REQUIREMENTS. TRAFFIC PROJECTION METHODOLOGY AND STUDY RESULTS ARE DETAILED. A SYSTEM DESCRIPTION IS ACCOMPANIED BY A DISCUSSION OF TRAFFIC GROWTH MODELING AND GROWTH PROJECTIONS FOR NEW DATA TYPES AND NEW DATA ANALYSIS AND FORECASTING TECHNIQUES ARE OUTLINED. NEW AND EXISTING DATA TYPE COMBINATION, NETWORK ANALYSIS AND DESIGN TOOLS, SYSTEM RELIABILITY AND AVAILABILITY ANALYSIS, AND STACOM/TEXAS NETWORK STUDIES, NETWORK COST ANALYSIS, AND NETWORK FUNCTIONAL REQUIREMENTS ARE EXAMINED. COMPARISONS OF EXISTING NETWORKS WITH STACOM/TEXAS FUNCTIONAL REQUIREMENTS, NEW OR IMPROVED STACOM/TEXAS NETWORK OPTIONS, AND STACOM/TEXAS NETWORK COMPARISONS ARE PRESENTED.
