Abstract
IN COMPILING BASIC STANDARDS FOR RECEPTION-DIAGNOSTIC CENTERS, THE FOLLOWING FACTORS MUST BE CONSIDERED: THE WIDE VARIATIONS IN CORRECTIONAL SYSTEMS; THE SIZE OF THE INMATE POPULATIONS; THE TOTAL NUMBER AND TYPES OF INSTITUTIONS; AND THE TYPES OF PROGRAMS FOR CUSTODY, CLASSIFICATION, AND TREATMENT IN THE INSTITUTIONS TO WHICH THE RECEPTION CENTER TRANSFERS OFFENDERS. RECEPTION CENTERS ARE PREFERRED OVER INSTITUTION CLASSIFICATION SYSTEMS TO FACILITATE THE USE OF A COMPUTER SYSTEM IN HANDLING DATA ON INMATES. COMPREHENSIVE STANDARDS FOR A REGIONAL RECEPTION CENTER ARE LISTED. A STEP-BY-STEP PROCEDURE IS DESCRIBED FOR DETERMINING THE NUMBER OF PERSONNEL REQUIRED AT A GIVEN RECEPTION CENTER. THE KIND AND NUMBER OF PERSONNEL REQUIRED TO HANDLE AN INTAKE OF 30 TO 35 INMATES PER WEEK ARE INDICATED. THE CONSIDERATIONS INVOLVED IN DETERMINING THE LENGTH OF RESIDENCY AT THE CENTER ARE DISCUSSED, AND A 7-WEEK PROGRAM IS OUTLINED. THE PROGRAM OF THE RECEPTION CENTER MUST DEVELOP FROM THE MAIN OBJECTIVE OF THE CENTER WHICH INVOLVES OBTAINING A COMPLETE AND ACCURATE PICTURE OF THE BACKGROUND CHARACTERISTICS, ATTITUDES, AND POTENTIALITIES OF EACH INMATE. ELEMENTS OF ADMISSION PROCEDURES ARE ALSO DESCRIBED. IF RECEPTION CENTERS ARE TO BE EFFECTIVE, THEY SHOULD HAVE FACILITIES SEPARATE FROM CUSTODIAL INSTITUTIONS. THE INFORMATION TO BE INCLUDED ON CASE DISPOSITION REPORTS AND THE MATERIAL REQUIRED FOR CASE ANALYSIS ARE EXAMINED AND THE OPERATIONS OF THE CLASSIFICATION BOARD ARE DESCRIBED. DETERMINING AN INSTITUTION'S USE OF THE CLASSIFICATION REPORT SENT FROM THE RECEPTION CENTER ON EACH INMATE IS IMPORTANT IN FOLLOWUP PROCEDURES. PROBLEMS AND SOLUTIONS RELATING TO RECEPTION CENTERS AS REPORTED BY THE SPECIAL COMMITTEE ON CRIMINAL OFFENDERS IN NEW YORK IN 1968 ARE PROVIDED. (RCB)
