This documents presents the guidelines and standards for contractors seeking to provide victims assistance programs pursuant to contracts with the State of Wyoming.
Abstract
The report presents the minimum legal standards for government contractors providing victims' assistance service programs for the State of Wyoming. The report is divided into four main sections covering program scope and definitions of terms, general administration standards for program infrastructure, program management, and contracting, and contract compliance standards. Where possible, program definitions are taken from the applicable Wyoming Statutes and citations are provided. General administration standards are set for the contractor's governing body, the contractor program organization, evaluation and administrative recordkeeping policies and procedures, personnel policies and procedures including staff development requirements, fiscal oversight compliance and reporting requirements, public relations guidelines, and physical plant and safety requirements. Program management standards regarding the types of services provided, the availability of services, program client participation eligibility, confidentiality of program client records, victims' right to notification regarding any proposed disclosure of such information, and enumerated victims' rights are provided. Contracting audit and oversight methodology including contract compliance requirements and the consequences of non-compliance are discussed.
