GUIDELINES FOR ACTION BY SOME CORRECTIONAL INSTITUTIONS, GROUP HOMES, PROBATION SERVICES, AND OTHER AGENCIES WHICH DEAL WITH JUVENILE DELINQUENTS AND ENDANGERED YOUTH ARE PRESENTED; U.S. AND CANADIAN STANDARDS ARE CONSIDERED.
Abstract
FROM 26 SPECIALIZED PUBLICATIONS, MOSTLY COLLECTIONS OF STANDARDS, 239 'INTERVENTION NORMS' WERE SELECTED FOR INCLUSION IN THIS REVIEW. THE STANDARDS FALL ALMOST EXCLUSIVELY INTO TWO CATEGORIES: 'SUBSTANTIVE,' DESCRIBING WHAT SHOULD BE DONE; AND 'PROCEDURAL,' DESCRIBING HOW IT SHOULD BE DONE. THE FIVE MAJOR HEADINGS INTO WHICH THE REVIEW IS DIVIDED ARE: (1) PRINCIPLES AND OBJECTIVES; (2) DECISIONS (ADMISSION, PLACEMENT, DETENTION, LODGING, INDIVIDUAL INTERVENTION, TRANSFER); (3) SERVICES (EDUCATION AND TRAINING, EMPLOYMENT, RECREATION/LEISURE, TREATMENT, FAMILY WORK, SOCIAL REINTEGRATION, USE OF OUTSIDE RESOURCES); (4) INTERVENTION FRAMEWORK (CLIENT-PERSONNEL RELATIONS, REGULATIONS AND CONTROL MEASURES, LIVING ENVIRONMENT, CONTACTS WITH THE OUTSIDE); AND (5) ORGANIZATION (PERSONNEL, RECORDS, COORDINATION WITH THE NETWORK, RESEARCH AND EVALUATION). MOST OF THE STANDARDS CAN BE APPLIED, WITH MODIFICATIONS, TO DIFFERENT TYPES OF AGENCIES, SUCH AS DETENTION CENTERS, HALFWAY HOUSES, READAPTATION CENTERS, GROUP HOMES, YOUTH CENTERS, AND OTHER COMMUNITY-BASED OR STATE-RUN FACILITIES. JUVENILE COURTS AND PREVENTION SERVICES ARE EXCLUDED, AND ONLY THOSE STANDARDS WHICH COULD BE ADAPTED TO THE SITUATION OF ESTABLISHMENTS IN QUEBEC PROVINCE WERE CONSIDERED.
