THE NATIONAL ADVISORY COMMISSION STANDARDS DEALING WITH CRIMINAL JUSTICE PLANNING ARE REVIEWED, AND THE ROLE OF PLANNING IN THE IMPLEMENTATION OF CRIMINAL JUSTICE STANDARDS IS DISCUSSED.
Abstract
THE FIVE STANDARDS FOR CRIMINAL JUSTICE PLANNERS ARE: 1) CRIME ORIENTED PLANNING, 2) IMPROVING THE LINKAGE BETWEEN PLANNING AND BUDGETING, 3) SETTING MINIMUM STATEWIDE STANDARDS FOR RECIPIENTS OF GRANTS AND SUBGRANTS, 4) DEVELOPING PLANNING CAPABILITIES, AND 5) PARTICIPATION IN THE PLANNING PROCESS. IT IS STATED THAT THERE MUST BE A DEVELOPMENTAL PROCESS BY WHICH STANDARDS ARE FORMALLY INCORPORATED INTO LEGISLATION. THE AUTHOR ARGUES THAT ESTABLISHING STANDARDS AND GOALS IS A FIRST STEP FOR PLANNERS IN GUIDING AND PLANNING THE CRIMINAL JUSTICE PROCESS.
