DESCRIPTION OF THE JUROR USAGE INDEX (JUI), A STANDARD CALCULATED AND USED BY THE FEDERAL DISTRICT COURTS TO MEASURE EFFICIENCY IN JURY MANAGEMENT.
Abstract
DERIVED BY DIVIDING THE TOTAL NUMBER OF JURORS AVAILABLE EACH MONTH (SUMMATION OF NUMBER AVAILABLE EACH COURT DAY) BY THE NUMBER OF TRIAL DAYS (SUMMATION OF THE NUMBER OF TRIALS EACH DAY FOR A ONE MONTH PERIOD), THE JUI HAS BECOME THE PRIMARY MEASURE OF JUROR USAGE FOR COURT ADMINISTRATORS. THE AUTHORS SUGGEST NUMEROUS METHODS OF IMPROVING (LOWERING) JUI. THESE INCLUDE MULTIPLE VOIR DIRE, SINGLE DAY EMPANELMENT, STAGGERED TRIAL STARTS, CONTINUOUS TRIAL OPERATION, PREDICTION OF JUROR NEEDS, AND RECORDED TELEPHONE MESSAGES TO KEEP JURORS APPRISED OF SCHEDULE CHANGES.
