A PROJECT TO INCREASE SECURITY PATROLS AND PREVENT INDEX CRIMES IN ST. LOUIS HOUSING PROJECT BUILDINGS.
Abstract
SPECIFIC OBJECTIVES OF THE PROGRAM WERE TO UPGRADE THE SECURITY SYSTEM THROUGH INCREASING THE GUARD FORCE TO 143 MEN, TO PROVIDE TRAINING FOR GUARDS, TO MAINTAIN A FORCE OF SECURITY GUARDS INSIDE AND OUTISDE THE HOUSING PROJECT BUILDINGS, TO REDUCE CRIME AND INCREASE RESIDENTS' FEELINGS OF SECURITY, AND TO ESTABLISH A CENTRAL DISPATCH DESK, A MOTOR PATROL, AND COMPUTER FACILITIES. FIGURES ON GUARDS TRAINED ARE LISTED PROJECTED DEPLOYMENT OF GUARDS WAS NOT ATTAINED, AND THE TOTAL NUMBER OF EMPLOYED GUARDS FELL SUBSTANTIALLY SHORT OF THE DESIRED NUMBER. THE INCIDENT REPORT FILE MAINTAINED BY THE HOUSING AUTHORITY WAS USED TO ASSESS THE TYPES AND NUMBERS OF CRIMES HANDLED BY THE GUARDS, AND RESULTS ARE PRESENTED IN TABLE FORM. THERE WAS NO SIGNIFICANT REDUCTION IN PART I CRIMES IN THE HOUSING PROJECT, ALTHOUGH THE FIGURES FOR THE FIRST FOUR MONTHS OF 1974 WERE ENCOURAGING. THE PLANS OF THE HOUSING AUTHORITY TO ESTABLISH A CENTRAL DISPATCH DESK AND UTILIZE COMPUTER SERVICES HAD NOT YET MATERIALIZED AS OF THE REPORT DATE.
