PATROL REORGANIZATION AND OTHER ASPECTS OF THE SPRINGFIELD, MO., POLICE DEPARTMENT'S INTEGRATED CRIMINAL APPREHENSION PROGRAM (ICAP) PROJECT ARE SUMMARIZED IN THE PROJECT'S FINAL PROGRESS REPORT.
Abstract
THE REPORT IS A 3-PAGE OUTLINE OF ICAP ACTIVITIES; THE BULK OF THE DOCUMENT CONSISTS OF APPENDED MATERIALS. THE OUTLINE SUMMARIZES ACTIVITIES RELATED TO PATROL REORGANIZATION, IMPLEMENTATION OF A NEW REPORTING FORM, DEVELOPMENT OF A TELEPHONE SYSTEM FOR HANDLING SERVICE CALLS, PRELIMINARY PLANNING FOR THE PROSECUTORIAL COMPONENT OF A CAREER CRIMINAL PROGRAM, A SPRINGFIELD OFFICER'S PARTICIPATION AS GUEST INSTRUCTOR IN A CRIME PREVENTION INSTITUTE IN MARYLAND, EFFORTS TO ESTABLISH A STATEWIDE CRIME PREVENTION ASSOCIATION, EXPANSION OF A PROPERTY IDENTIFICATION PROGRAM, AND TECHNOLOGY TRANSFER AND TRAINING ACTIVITIES. PARTICULAR ATTENTION IS DIRECTED TO THE DEPARTMENT'S DEVELOPMENT AND PROMOTION OF A NEW PATROL MODEL, WHICH IS BASED ON ICAP MANAGEMENT PRINCIPLES AND FOCUSES ON A PROPORTIONAL MULTISHIFT ROTATING SCHEDULE FOR PATROL DEPLOYMENT.
