Abstract
THE SPECIFICATIONS WERE PREPARED BY A CONSULTING ENGINEERS' FIRM FOR THE MINNESOTA GOVERNOR'S COMMISSION ON CRIME PREVENTION AND CONTROL. DESIGN CRITERIA AND SPECIFICATIONS NECESSARY FOR PRICE QUOTATIONS FOR PROVISION OF THE 911 TELEPHONE SERVICE ARE INCLUDED. THE SYSTEM HAS THREE PARTS: A DELIVERY SYSTEM, WHEREBY EVERY TELEPHONE AND TELEPHONE CENTRAL OFFICE CAN ACCEPT THE DIGITS 911 AND CONNECT THESE CALLS TO THE APPROPRIATE PUBLIC SAFETY ANSWERING POINT; THE TERMINATION EQUIPMENT NEEDED TO ANSWER ALL CALLS WITHIN A REASONABLE TIME PERIOD; AND COMMUNICATIONS EQUIPMENT (TELEPHONE, SIREN, AND RADIO) NEEDED FOR APPROPRIATE RESPONSE BY THE PUBLIC SAFETY AGENCY. SPECIFICATIONS COVER GENERAL PERFORMANCE REQUIREMENTS, TELEPHONE EXCHANGE MODIFICATIONS, SELECTIVE ROUTING, DEDICATED TRUCK NETWORK, AUTOMATIC NUMBER IDENTIFICATION, AUTOMATIC LOCATION IDENTIFICATION, AND ANSWERING POINT EQUIPMENT. SPECIFICATIONS COVER THE TRUNK CONFIGURATION FOR THE METROPOLITAN AREA, THE IMPLEMENTATION SCHEDULE FOR THE REGIONAL 911 SYSTEM, AND TRUNK CONFIGURATIONS FOR SEVEN MINNESOTA COUNTIES. DRAWINGS AND DESCRIPTIONS OF THE REGIONAL TELEPHONE EXCHANGE BOUNDARIES, A TABLE OF PRIMARY ANSWERING POINTS FOR HENNEPIN COUNTY, A PROPOSAL FORM, AND REQUEST FOR BIDS ARE INCLUDED.
