THIS IS THE FINAL EVALUATION REPORT OF A 31-MONTH PROJECT TO ENABLE THE NARCOTIC AND DRUG ABUSE SECTION (NDAS) OF THE NEW ORLEANS POLICE DEPARTMENT TO CONCENTRATE ON THE ARREST AND CONVICTION OF SERIOUS DRUG TRAFFICKERS.
Abstract
AS AN ACCOUNT OF THE IMPACT OF EXPANDED POLICE MANPOWER AND INVESTIGATIVE CAPABILITIES ON INCREASED DRUG TRAFFICKING, THIS EVALUATION DISCUSSES THE PROJECT FROM TWO PERSPECTIVES: EFFICIENCY AND EFFECTIVENESS. MEASURES OF EFFICIENCY ARE USED TO ASSESS THE EXTENT TO WHICH THE PROJECT WAS ADMINISTERED IN ACCORDANCE WITH THE ORIGINAL PLANNING DOCUMENT FILED WITH LEAA PRIOR TO FUNDING IN AUGUST 1973. MEASURES OF EFFECTIVENESS ARE EMPLOYED TO DETERMINE THE SUCCESS OF THE PROJECT REGARDING THE TARGET PROBLEM; I.E., AN INCREASE OF 300 PERCENT IN THE TRAFFICKING OF DANGEROUS DRUGS (AMPHETAMINES, BARBITUATES, AND HEROIN). UNDERCOVER OPERATIONS, PATTERNS OF DRUG ARRESTS, AND DRUG ARREST STATISTICS FOR THE STUDY PERIOD ARE DISCUSSED. EQUIPMENT ACQUISITION, THE DISPOSITION OF 'BUY MONEY,' MANPOWER SHORTAGES, AND DISTRICT OFFICER TRAINING SESSIONS ARE DETAILED. CHARTS AND CORRELATING STATISTICAL INFORMATION ARE INTERSPERSED WHERE APPLICABLE. CONCLUSIONS AND RECOMMENDATIONS ARE PRESENTED. APPENDIXES OUTLINE THE CRITERIA USED BY THE NDAS TO ESTABLISH THE LEVEL OF THE TRAFFICKER OF VARIOUS DRUGS AND DESCRIBE THE DISPOSITION OF NARCOTIC AND MARIJUANA ARRESTS. (KBI)
