This manual details the procedures New York City police personnel should follow in investigating a kidnaping and emphasize that the main concern in a kidnaping investigation is the victim's safety.
Abstract
Kidnaping investigations are reactive and require investigators to make plans or modify existing plans on a moment's notice, based on the requirements of a situation. The personnel involved in a kidnaping case include missing person personnel, residence team, command post personnel, responding personnel, and crime scene unit. Fifteen types of forms must be available at the command post. Decisions regarding ransom payments are the sole responsibility of the victim's family. The Computer Assisted Robbery System maintains databases containing files on crimes, offenders, and other information that could prove useful during kidnap investigations. Checklists, text of laws, and related materials
