The National School Boards Association's (NSBA) Federation Members, school attorneys, and State and local school board members from across the country provide verbal testimony on what works and does not work in preventing and responding to violence in the schools; testimony also focuses on recommendations for the Federal role in addressing the crisis of violence in the schools.
Abstract
The testimony is grouped into panels that consist of State school board leaders, State school board leaders and members of the NSBA Council of School Attorneys, students and school leaders from St. John the Baptist Parish schools, NSBA "Best Practices" submissions, urban school board members, and testimony for the record. The State school boards represented include California, Georgia, Pennsylvania, Kansas, North Dakota, Texas, and Louisiana. The urban school boards represented include Chicago, the District of Columbia, Albuquerque, Miami, and San Antonio. The "best practices" submissions focus on a school-community intervention program in Lincoln, Neb., a program of school searches in Savannah, Ga.; an assessment of the impact of the removal of school lockers in San Diego, Calif.; a peer mediation/conflict resolution school program in Hawaii; and a violence policy to effect the correlation of a safe and orderly environment for teaching and learning in Gary, Ind. Recommendations for the Federal role in addressing violence in the schools generally pertain to funding for programs and information dissemination regarding effective programs. Witnesses agreed that programs must be comprehensive and involve not only school officials but also the community and the students.
