This study reviews the existing space use of the Solano County Hall of Justice (California), analyzes existing problems, presents three alternative scenarios for space use, and recommends a space-reallocation plan.
Abstract
This report describes current occupants of the building, including current staffing, space use, and major problems. Each department's description also includes an account of the space impact under various scenarios. Scenarios are provided for three options. The scenarios take into account the imminent opening of the new Justice Center, which will free a substantial amount of space for the departments remaining in the Hall of Justice. The first scenario involves no major remodeling, as all functions will use the current building configuration, although they may be relocated. Scenario two would convert all unused space through remodeling. Scenario three involves determining which departments could be moved out of the building. Because of the complexity of the alternatives, the recommended plan combines elements from the three scenarios. Phase one of the recommendation involves occupying the Justice Center and maintaining current offices; phase two consists of occupying space vacated by the municipal court, elections, and coroner; phase three would occupy spaces vacated by phase-two moves; phase four would occupy spaces vacated by phase-three moves; and phase five would occupy spaces vacated by phase-four moves, with a remodeling of the unused space. Cost estimates for specific remodeling projects are provided. Drawings show current and projected space use.
