THIS EIGHT-STATE TRAINING PROJECT PROVIDED SUPPLEMENTAL MULTI-AGENCY TRAINING; RESEARCHED, PUBLISHED, AND DISTRIBUTED EDUCATIONAL MATERIALS; AND MADE AVAILABLE LIMITED TECHNICAL ASSISTANCE FOR STAFF DEVELOPMENT.
Abstract
THIS PROGRAM, BEGUN IN EARLY 1971, ALSO AWARDED SCHOLARSHIPS FOR STAFF DEVELOPMENT EXPERIENCES NOT AVAILABLE THROUGH EITHER ITS TRAINING WORKSHOPS OR THOSE OF OTHER SOUTHEASTERN AGENCIES. THE EIGHT STATES PARTICIPATING IN THE COUNCIL INCLUDED ALABAMA, FLORIDA, GEORGIA, KENTUCKY, NORTH CAROLINA, SOUTH CAROLINA, MISSISSIPPI, AND TENNESSEE. THIS REPORT PRESENTS DETAILED INFORMATION ON THE PROJECT'S DEVELOPMENT, ORGANIZATION, AND OPERATION. THE TRAINING COUNCIL IS THEN EVALUATED IN TERMS OF THE FIVE EXEMPLARY SELECTION CRITERIA: MEASURABILITY, GOAL ACHIEVEMENT, EFFICIENCY, REPLICABILITY, AND ACCESSIBILITY. EVALUATORS CONCLUDED THAT THE PROJECT HAD DEVELOPED A REGIONAL TRAINING CAPABILITY RESPONSIVE TO A WIDE RANGE OF NEEDS; PROVIDED RELEVANT, HIGH QUALITY TRAINING THROUGH WORKSHOPS AND SCHOLARSHIPS; AND PUBLISHED VALUABLE RESOURCE DOCUMENTS WITH A RELATIVELY MODEST LEVEL OF FUNDING. HOWEVER, IT HAD FAILED TO GENERATE SUFFICIENT ENTHUSIASM AND SUPPORT FOR LONG-TERM CONTINUANCE, AND HAD NOT ATTEMPTED TO DEMONSTRATE CHANGES IN MANAGERS AND AGENCIES WHICH COULD BE ATTRIBUTED TO THE PROJECT. IN ADDITION, SERIOUS RESERVATIONS WERE RAISED ABOUT THE DEGREE TO WHICH THE PROJECT SATISFIED THE REPLICABILITY AND ACCESSIBILITY CRITERIA. THEREFORE, THE PROJECT DID NOT RECEIVE AN EXEMPLARY DESIGNATION. APPENDED MATERIALS INCLUDE SAMPLE PROJECT NEWSLETTERS AND PROMOTIONAL BROCHURES, FORMS FOR PARTICIPANT EVALUATION OF TRAINING WORKSHOPS, AND TABULAR DATA ON WORKSHOP ATTENDANCE BY STATE/AGENCY, SUBJECT MATTER, AND PERIOD.
