REGIONAL TRAINING ACTIVITIES AND THE STATUS OF CORRECTIONAL PROGRAMS IN RELATION TO NATIONAL STANDARDS WERE THE FOCUS OF A PROJECT CONDUCTED BY THE SOUTHEASTERN CORRECTIONAL MANAGEMENT COUNCIL IN GEORGIA.
Abstract
THE COUNCIL ORIGINATED IN 1970 WHEN THE LEAA REQUESTED THAT SEVERAL UNIVERSITIES IN THE REGION DEVELOP MORE COORDINATED TRAINING PROGRAMS FOR ADMINISTRATORS, MANAGERS, AND SPECIALISTS IN THE FIELD OF CORRECTIONS. THE REGIONAL TRAINING PROJECT CONTINUED THROUGH 1977, AND ORGANIZED TRAINING ACTIVITIES WERE REFINED TO PLACE INCREASED EMPHASIS ON THE PROBLEMSOLVING PROCESS. SCHOLARSHIP ACTIVITIES WERE EXPANDED AND TECHNICAL ASSISTANCE TO REGIONAL AGENCIES WAS PROVIDED. ONE OF THE MOST SIGNIFICANT DEVELOPMENTS IN THE PROJECT OCCURRED IN 1974 WHEN COUNCIL MEMBERS BECAME INCREASINGLY CONCERNED ABOUT THE LACK OF INFORMATION ON FEDERAL FUNDING SOURCES. TRAINING ACTIVITIES CHANGED TO A DIFFERENT FOCUS IN 1975 AND ADDRESSED THREE AREAS: DIAGNOSIS AND CLASSIFICATION PROCESS, PAROLE DECISIONMAKING, AND JUVENILE SERVICES, PARTICULARLY THOSE SERVICES RELATED TO THE DEVELOPMENT OF DEINSTITUTIONALIZATION AND DIVERSIONARY PROGRAMS FOR STATUS OFFENDERS. GOALS OF THE COUNCIL DURING THE COURSE OF THE PROJECT AND FOR FURTHER REGIONAL TRAINING ACTIVITIES ARE TO PROVIDE A MEDIUM BY WHICH CORRECTIONAL ADMINISTRATORS CAN SHARE INFORMATION, IDENTIFY COMMON PROBLEMS AND NEEDS, AND PLAN AND COORDINATE EFFORTS AIMED AT THE SOLUTION OF PROBLEMS. STATES REPRESENTED IN THE PROJECT INCLUDE ALABAMA, FLORIDA, GEORGIA, MISSISSIPPI, NORTH CAROLINA, AND SOUTH CAROLINA. CORRECTIONAL STANDARDS AND GOALS HAVE BEEN FORMULATED FOR ADOPTION BY STATES; THEY CONCERN PROBATION AND PAROLE, INSTITUTIONS, COMMUNITY-BASED PROJECTS, RESEARCH AND EVALUATION, PLANNING, CORRECTIONAL INFORMATION SYSTEMS, DIVERSION AND PRETRIAL PROGRAMS, CLASSIFICATION, DIAGNOSIS AND MANAGEMENT, VOLUNTEER PROGRAMS, SPECIAL OFFENDER PROGRAMS, JUVENILE JUSTICE, DELINQUENCY INSTITUTIONAL AND NONINSTITUTIONAL TREATMENT, AND SPECIAL GRANTS. APPENDIXES CONTAIN ADDITIONAL INFORMATION AND RELATED PUBLICATIONS AND FORMS DEALING WITH THE REGIONAL TRAINING PROJECT. (DEP)
