THESE BACKGROUND MATERIALS INCLUDE THE FOLLOWING PAPERS: 'FINANCING THE JUDICIARY: TIME FOR A NEW APPROACH;' 'STATE JUDICIAL FINANCING, PRELIMINARIES, PROGRESS, PROVISIONS, AND PROGNOSIS;' 'COURT FINANCING AND UNITARY BUDGETING;' AND 'THE LIMITED TREND TOWARD STATE AND COURT FINANCING.'
