CULMINATION OF EIGHT WEEKS OF INTERVIEWS AND RESEARCH ON THE STATE PAROLE SYSTEM WITH EVALUATIONS OF THE PRESENT STRUCTURE AND PROPOSALS FOR CHANGE.
Abstract
IN PART ONE FINDINGS ON THE PAROLE SYSTEM OPERATIONS ARE DISCUSSED AND THE CONCLUSION IS THAT THE PRESENT SCHEME IS OPPRESSIVE AND DYSFUNCTIONAL. PART TWO RECOUNTS THE TRADITIONAL CRITICISMS OF THE PAROLE SYSTEM AS EXPRESSED BY CORRECTIONAL PERSONNEL. THE FINAL CHAPTER SETS FORTH EXTENSIVE STRUCTURAL AND POLICY CHANGE RECOMMENDATIONS. THE RECOMMENDED CHANGES INCLUDE A SUGGESTION THAT PAROLE BE FUSED WITH THE OTHER CORRECTIONAL SERVICES IN THE STATE AND THE FORMATION OF A PROFESSIONAL, FULL-TIME PAROLE BOARD CONTINUOUSLY ACTING TO IMPROVE SYSTEM OPERATIONS.
