Abstract
CONSIDERED ARE THE DIFFERENT STRATEGIES AND MODELS OF INTERAGENCY COORDINATION, THE NATURE OF THE EXCHANGES INVOLVED, AND THEIR CONSEQUENCES. THREE STRATEGIES (CONTRACTING, COALESCING, AND CO-OPTING) AND FOUR MODELS (UNITARY, FEDERATIVE, CAOLITIONAL, AND SOCIAL CHANGE) ARE IDENTIFIED.
