FACTORS, WHICH IMPAIR THE REHABILITATION OF JUVENILE OFFENDER WITHIN AN INSTITUTIONAL ENVIRONMENT, ARE IDENTIFIED AND DISCUSSED.
Abstract
BY THEIR VERY NATURE, THE INSTITUTION AND ITS POPULATION ARE LIMITING FACTORS. BECAUSE OF THE SERIOUSNESS OF THE RESIDENTS' ANTI-SOCIAL BEHAVIOR, THE MAINTENANCE OF INTERNAL ORDER ASSUMES PRIMACY IF INDIVIDUAL SAFETY IS TO BE ENSURED. AS SUCH, THE PRIMACY OF CUSTODY MAY CONFLICT WITH OTHER INSTITUTIONAL GOALS. STAFF CONFLICTS, THE LACK OF TRAINED PERSONNEL, AND THE LACK OF RESOURCES ARE ALSO SEEN AS LIMITING FACTORS.
