THIS PAPER PROPOSES A SET OF MEASURES OF EFFECTIVENESS FOR EVALUATING THE RELATIVE EFFICIENCY OF PROGRAM EVALUATIONS WITH RESPECT TO SOME SPECIFIC POLICY GOALS AS WELL AS STRATEGIES FOR IMPROVING THE SELECTION MECHANISM.
Abstract
THE AUTHOR CONSTRUCTS A MATRIX OF INFORMATION UTILITY CRITERIA TO DEMONSTRATE THE FRAMEWORK IN WHICH THE MEASURES OF INFORMATION AND UTILITY HAVE TO BE CONSIDERED IN CONDUCTING EVALUATIONS OF POLICY RESEARCH. THE MATRIX IS DESIGNED TO MEASURE THE QUALITIES OF UNIQUENESS, RELEVANCE, VALIDITY, PRECISION/DETAIL, STABILITY, GENERALIZABILITY, RELIABILITY, IMPACT, APPLICABILITY, AND FEASIBILITY WHICH ATTACH TO A POLICY RESEARCH EFFORT. STEPS THAT THE GOVERNMENT CAN TAKE IN ITS FUNDING OF POLICY RESEARCH THAT WOULD ADDRESS THE SCARCE RESOURCES BY CONSERVING THE ATTENTION SPACE OF DECISION MAKERS USING EVALUATIONS AND THE HUMAN RESOURCES THAT PROVIDE THE EVALUATIONS ARE RECOMMENDED.
