THE HISTORY OF SKYJACKING CONTROL EFFORTS REPRESENTS A MOVEMENT FROM A DETERRENCE MODEL TO A PREVENTION MODEL.
Abstract
THE PREVENTION MODEL WAS ADOPTED ONLY AFTER THE DEMONSTRATED INABILITY OF DETERRENT MEASURES TO CONTROL SKYJACKING. THE FISCAL COST OF THE PREVENTION PROGRAM IS FOUR TO FIVE TIMES THE COST OF PREVIOUS CONTROL EFFORTS, BUT THIS COST HAS NOT DRAWN STRENUOUS OPPOSITION. THERE ARE ALSO SOCIAL COSTS ASSOCIATED WITH THE PREVENTION MODEL, INCLUDING INCONVENIENCE, INDISCRIMINATE SEARCHES OF QUESTIONABLE LEGALITY AND POSSIBLE DISPLACEMENT OF CRIME.
