WHILE POINTING OUT THAT NOT ENOUGH TIME HAS PASSED TO DETERMINE THE SUCCESS OR FAILURE OF THE PROJECT, THE EVALUATOR CONCLUDES THAT RECIDIVISM REDUCTION AND PREVENTION ARE ATTAINABLE IN THIS PROJECT.
Abstract
THE TARGET POPULATION IN THE PROJECT IS COMPOSED OF JUVENILES CONVICTED OF MORE SERIOUS CRIMES THAN THE USUSAL JUVENILE PROBATION REFERRAL POPULATION. THE MODEL OF INFORMAL CASE PROCESSING THROUGH PARENT AND PROSECUTOR CONFERENCES IS NOT SUFFICIENTLY EMPHASIZED, ACCORDING TO THE EVALUATOR. IT IS CONCLUDED THAT THE PROJECT HAS NOT IMPACTED PROCESSING TIME FROM REFERRAL TO DISPOSITION, BECAUSE OF INCREASED DELAYS IN THE TIME FROM REFERRAL TO INTAKE. IT IS RECOMMENDED THAT THE JUVENILE PROSECUTOR STANDARDIZE AND LIMIT THE AMOUNTS OF TIME TO BE SPENT BETWEEN PROCESSING DECISION POINTS. IT IS CONCLUDED THAT TARGETING SPECIFIC CRIMES AND OFFENDER GROUPS FOR INTENSIVE PROGRAMMING IS QUITE VIABLE....RCB
