The Sixth United Nations Congress on the Prevention of Crime and the Treatment of Offenders was held in Caracas, Venezuela, in 1980.
Abstract
Following the opening of the Congress and discussion of organizational matters, the agenda covered crime trends and crime prevention strategies, juvenile justice, crime and the abuse of power, deinstitutionalization of corrections and its implications for the residual prisoner, United Nations norms and guidelines in criminal justice, and new perspectives in crime prevention and criminal justice and development. Various committees and sessional bodies presented their reports and the Congress prepared a final report, consisting of resolutions and decisions on topics ranging from development of minimum standards for juvenile justice and alternatives to imprisonment to specific needs of women prisoners, prevention of torture, transfer of offenders, code of conduct for law enforcement officers, human rights instruments, and the independence of judges. 1 appendix
