This document highlights some programs operating in the Singapore Prisons Department.
Abstract
The Housing Unit Management System (HUMANS) is a system of managing inmates whereby a team of prison officers is deployed to manage a housing unit, which is the most basic unit within a prison. This team is responsible for the operations, security, collection of information, and inmates’ discipline and rehabilitation. Each inmate is assigned to one prison officer who is a personal supervisor to the inmate. The deployment of female officers in male institutions was piloted at two institutions in September 2000. The pilot helped to build up the confidence of the female officers in managing male inmates before they move on to more difficult assignments. Due to the problem of manpower shortage in the Prisons Department, the outsourcing of external escorts to an auxiliary police force to escort high-risk prisoners has succeeded in contributing to greater job satisfaction and higher staff retention. The outsourcing of medical services has brought about an efficient and effective provision of medical services for the prisons department. The department received the Silver Award at the launch of the National Healthy Lifestyle Campaign 2000 for promoting health at the workplace. The commencement of operations of the Kaki Bukit Prison School highlights the fact that different prisoners have different needs, and that education is essential in the rehabilitation of offenders. The classification system collects and centralizes information in a structured manner for easy analysis of optimal allocation of resources. “Coordinated Aftercare” is one of the focal strategies in the mission and vision for the department. The Case Management Approach is any method of linking, managing, or coordinating services to meet client needs including client assessment, service coordination, and follow-up. The Prison Management System, semi-digital closed circuit television, and tele-visitation are just some of the new projects that the prisons technology branch has initiated to streamline and automate work processes.
