A DESCRIPTION OF THE DEVELOPMENT AND APPLICATIONS OF AN INPUT-OUTPUT ANALYSIS CONDUCTED FOR THE SOUTH BEND (IN) POLICE DEPARTMENT BY THE INDIANA UNIVERSITY.
Abstract
THE INPUT-OUTPUT ANALYSIS EMPLOYS THE SYSTEM ANALYSIS APPROACH. THIS SYSTEM MODEL CALCULATES THE EXACT INTERRELATIONSHIPS OF THE POLICE INPUTS (PERSONNEL, EQUIPMENT, FACILITIES, RECORDS, AND SO ON), POLICE WORK ACTIVITIES (PATROLLING, DETECTING, RECORD-KEEPING) AND POLICE OUTPUTS (CLEARED CRIMINAL CASES, POLICE ASSISTANCE, ACCIDENT ASSISTANCE). IN THIS PROJECT, RELEVANT COMPONENTS OF THE SOUTH BEND POLICE DEPARTMENT WERE IDENTIFIED, AND THE FLOWS OF INPUTS TO ACTIVITIES, ACTIVITIES TO OTHER ACTIVITIES, AND ACTIVITIES TO OUTPUTS WERE TRACED. THESE COMPONENTS WERE QUANTIFIED AND ASSIMILATED INTO A SINGLE MATHEMATICAL INPUT-OUTPUT MODEL WHICH WAS PROGRAMMED ONTO THE COMPUTER. SEVERAL EXAMPLES OF THE APPLICATIONS OF THIS MODEL ARE PROVIDED. THE AUTHORS CONCLUDE THAT THE MODEL CAN BE OF CONSIDERABLE USE TO MANAGEMENT IN FORMULATING POLICIES INVOLVING THE ALLOCATION OF RESOURCES IN A QUANTITATIVE MANNER. THEY ALSO CONCLUDE THAT BECAUSE QUANTITATIVE PLANNING AND DECISION MAKING REPLACE QUALITATIVE JUDGEMENT WITH THIS MODEL, COST EFFECTIVENESS MAY BE INCREASED THROUGHOUT THE SYSTEM.
