SUMMARY OF THE FINAL REPORT ON A ONE-YEAR STUDY OF THE USE AND EFFECTS OF PARTICIPATORY MANAGEMENT IN AMERICAN PRISONS.
Abstract
THE STUDY INVOLVED A REVIEW OF THE LITERATURE ON PARTICIPATORY MANAGEMENT AND INMATE SELF-GOVERNMENT, ON-SITE VISITS TO SELECTED INSTITUTIONS, AND ANALYSIS OF THE RESPONSES OF 93 STATE AND FEDERAL ADULT INSTITUTIONS TO A QUESTIONNAIRE CONCERNED WITH THE VARIABLES OF POWER AND RESPONSIBILITY. FOUR TYPOLOGIES OF INMATE COUNCILS WERE CONSTRUCTED AND LABELED, IN INCREASING ORDER OF INMATE PARTICIPATION, AS TOKEN, QUASI-GOVERNMENTAL, GOVERNMENTAL, AND FULL PARTICIPATION. THE RESULTS OF THE MAIL SURVEY AND ON-SITE VISITS INDICATED THAT INMATE COUNCILS IN AMERICAN CORRECTIONAL INSTITUTIONS ARE GENERALLY LIMITED IN THE SCOPE OF THEIR REPRESENTATION AND POWER AND THAT, ALTHOUGH INMATE PARTICIPATION IN COUNCIL ELECTIONS IS HIGH, INMATES ARE NOT ENTHUSIASTIC ABOUT COUNCIL OPERATIONS. THE AUTHOR CONCLUDES THAT MORE RESEARCH AND TESTING OF THE PARTICIPATORY MANAGEMENT CONCEPT IS NEEDED....EB
