FINDINGS FROM A STUDY OF PROBATION SERVICES AND THEIR IMPACT ON PROBATIONERS IN ARIZONA, OREGON, AND PENNSYLVANIA ARE DISCUSSED.
Abstract
THE FINDINGS ARE BASED ON PROBATION DATA FROM MARICOPA COUNTY, ARIZ.; MULTNOMAH COUNTY, OREG.; AND PHILADELPHIA COUNTY, PA. THERE ARE REFERENCES TO PROBATION SERVICE MANAGEMENT IN KING COUNTY, WASH., AS WELL, BUT NO DATA FROM THAT COUNTY. ANALYSIS OF THE EFFECTS OF PROBATION SERVICES ON THE REHABILITATION OF PROBATIONERS REVEALS A POSITIVE ASSOCIATION BETWEEN RECEIVING SERVICES AND SUCCEEDING ON PROBATION. SUCCESSFUL COMPLETION OF PROBATION WAS ASSOCIATED WITH VOCATIONAL EDUCATION AND EMPLOYMENT SERVICES IN THREE COUNTIES, DRUG ABUSE REHABILITATION SERVICES IN TWO COUNTIES, AND ACADEMIC EDUCATION IN ONE. A REVIEW OF PROBATION SERVICE MANAGEMENT PRACTICES INDICATES A LACK OF REHABILITATION PLANNING FOR PROBATIONERS, FAILURE TO COMPLY WITH COURT CONDITIONS, AND INADEQUATE DELIVERY OF SERVICES IN SUCH AREAS AS EMPLOYMENT, DRUG AND ALCOHOL PROBLEMS, AND ACADEMIC AND VOCATIONAL TRAINING. IT IS CONCLUDED THAT PROBATION DEPARTMENTS SHOULD PROVIDE AS MANY NEEDED SERVICES AS POSSIBLE. TABULAR DATA ARE INCLUDED. (LKM)
